National Development and Reform Commission: By 2025, the utilization rate of scrap steel will reach 320 million tons

On July 7, the National Development and Reform Commission (NDRC) released the 14th Five-Year Plan for Circular Economy Development (No. 14). 2021). According to the plan, by 2025, the output rate of major resources will be increased by about 20% over 2020, energy consumption per unit of GDP will be reduced by 13.5%, water consumption per unit of GDP will be reduced by 16%, the comprehensive utilization rate of crop straw will be maintained above 86%, the comprehensive utilization rate of bulk solid waste will reach 60%, and the comprehensive utilization rate of construction waste will reach 60%. The utilization rate of waste paper reached 60 million tons, the utilization rate of scrap steel reached 320 million tons, and the output of recycled non-ferrous metals reached 20 million tons, of which the output of recycled copper, aluminum and lead was 4 million tons, 11.5 million tons and 2.9 million tons respectively. The output value of the resource recycling industry reached 5 trillion yuan.
